Texas House Bill 3693

House Bill 3693 provides a mechanism by which the state can encourage energy efficiency by public entities, including municipal utility districts. It was passed into law by the 80th Texas Legislature and went into effect September 1, 2007.

Texas House Bill 3693 mandates municipal utility districts (MUDs) to:

  • Establish goals to reduce electricity consumption by 5% per year for the next 6 years
  • Report annually on electric usage baselines and aggregate costs for all utility services to the State Energy Conservation Office (SECO)
  • Publicly display usage data for electricity, natural gas and water, on the internet when possible
